Tony Abbott mounts a powerful argument against Gillard's carbon tax
This was mostly generated by my question about his response to the great majority of economists who thought a carbon price was the most efficient way to cut emissions.
"They should think again because when you get beyond the lure of the phrase 'market-based mechanisms' the reality is very different," Abbott told the economist-heavy crowd. "It may well be, as you say, Michael, that most Australian economists think that a carbon tax or an emissions trading scheme is the way to go. Maybe that's a commentary on the quality of our economists rather than the merits of the argument."
Abbott v the economists became the news grab. Not only did he not believe the majority of scientists, now he was also dissing the "leading economists in Australia", crowed Climate Change Minister Greg Combet.
Yet Abbott's preceding speech was a forceful critique of Labor's carbon price, to be released tomorrow, and his most substantial set piece on the issue since Julia Gillard announced her climate change framework in February.
It contained little of the Coalition's cost-of-living scaremongering that dominates the 24-hour news cycle: an echo of the Labor and Green scare campaign against John Howard's GST. It bore the mark of Abbott's newish chief economist, Andrew Stone, former Reserve Bank official, a Stanford PhD and son of former Treasury secretary John Stone.
For some rational economists, Abbott was less scary than the Greens' Christine Milne who, in another substantial address to the conference, demanded "100 per cent renewables" and a "decarbonised economy" by 2040.
Abbott's core argument is that, unlike the unilateral dismantling of import protection in the 1980s and 90s, Labor's carbon price would be an act of economic self-harm.
The Productivity Commission backs a carbon price over Abbott's "direct action" and says Australia is in the "mid-range" of countries spending a lot of money for relatively little emissions abatement.
