Court implements new procedure after murder suspect's escape
Three days after a homicide suspect was released from DC Superior Court by switching identification bracelets with another inmate, court officials revamped security Monday to allow agents to see a photograph of the person purporting to be court.
In the courtroom C-10 where the suspects made their initial appearance, a temporary employee services can now see colorized police mug shots on a computer screen to ensure the defendant in the courtroom is the right person.
On Friday, while in a prison cell with other defendants, James Brewer, 24, who was charged with first degree murder offense, allegedly put his ID bracelet with Bradley J. Allen, who had been charged with a misdemeanor drug offense.
An official familiar with the investigation said escape Brewer and Allen knew each other before their arrest. Believe Allen would be released immediately after the hearing, Brewer was convicted of passing the bracelets. When the judge ordered Allen released from the court, it was actuallly brewer came out.
After about 24 hours, Brewer went on Saturday afternoon.
The judicial process is a new effort to "reduce the risk of human error," said Lee Satterfield, Chief Justice of the court.
Satterfield said an investigation into how Brewer was able to spend his identification bracelet was in progress, but he attributes the error to human error.Because each defendant to the court, a marshal looking to strap the suspect's name and identification number and is also expected to consider an inch black and white photo on the band to ensure that it is the person who wearing the bracelet.
